Connecticut Insurance Exchange also know as Access Health CT has so far had 4 insurance companies submitted health plans and rates to Connecticut Insurance Department and more insurance companies are probably going to submit rates soon. The rates are now under review by Connecticut Insurance Department and finally rates will be available later this year.

These new qualified health plans submitted by insurance companies company  will meet the minimum Essential Health Benefits criteria as required by federal health care reform law. And these rates also take into account other requirements like guaranteed issue, minimum health plans actuarial value of 60 %, new ratings rules, and taxes and fees. 1 Anthem Health Plans:

The latest rate is filed by Anthem on June 3rd and the company is projecting that costs of healthcare services will increase 8.6% over the next year and rates are fully based on existing data from its claims experience of its individual health plans currently sold in Connecticut.


Anthem is projecting that its base rate which is the monthly health plan cost before making rate adjustments for geography, gender and other rating factors will be about $296 per month. Taking these adjustments into account, the monthly premiums will range from $101.73 to $1,259.01.

Anthem’s is offering 8 different health plans to be sold in Access Health CT, including a low-cost catastrophic plan for individuals 30 years old and younger. It will also offer 11 health plans outside Connecticut Insurance Exchange. Following are the proposed rates of these 8 plans.

2 Aetna Life Insurance Company

Aetna Life Insurance Co. made an initial rate filing for individual health plans on May 29, 2013. It intends to sell these plans through Access Health CT, the state’s health insurance exchange, beginning January 1, 2014. The company is saying that the average health plan premium will be  around $364 per month.

Atena is projecting that costs of healthcare services will increase 11 % over the next year. Company said claims costs are fully based on existing data from its claims experience of its individual plans currently marketed in Connecticut. Aetna will sell  5 plans with average rates shown below:

3 ConnectiCare Benefits, Inc

On May 20, 2013, ConnectiCare Benefits, Inc. filed initial individual health plan rates which it intends to sell through Access Health CT, the state’s health insurance marketplace, beginning January 1, 2014.The company is saying that the base rate for the plans which is before making adjustments for geographic area and age will be around $397 per month.

 4. HealthyCT, Inc

HealthyCT Inc is new to the health insurance market and has no prior claim experience. It file its initial health plans rates it wants to sell through Access Health CT, the state’s health insurance marketplace, on May 8, 2013.

HealthyCT developed its initial rate filing based on 2012 Health Cost Guidelines™ (HCGs), from consulting firm Milliman. It looked at the cost of healthcare services in 2012 and projected that they will increase at an annual rate of about 7.5 % by 2014. It is going to offer 5 health plans through Access Health CT. CIGNA Health & Life Insurance Co.  Offering Plans Outside Access Health CT:

CIGNA Health & Life Insurance Co. (CHLIC) filed an initial health plan rate filing for new individual health insurance plans it intends to market in Connecticut beginning January 1, 2014 outside Access Health CT (Connecticut Insurance Exchange). This is the first year that individual health coverage will be offered by CHLIC in Connecticut.The company says the plans will meet all the Essential Health Benefits criteria mandated under the federal health care reform law.

 

The company is projecting that the base rate for the plans – before making adjustments for age, tobacco use and other variables – will be about $414 per month. Cigna anticipates that the cost of healthcare services and the demand for them will increase by about 11 percent by 2014.
